Environmental and Social Management Plan (ESMP) Field Supervision

The Improving Secondary Education in Malawi (ISEM) Phase II project is a European Union-funded initiative (approx. 2022–2026) aimed at enhancing access to quality secondary education, particularly for girls and vulnerable students. Key efforts include upgrading school infrastructure, expanding technical vocational facilities, providing bursaries, and training teachers.

The Overall Objective (OB) of ISEM II is to provide young people with more equitable opportunities for completing good-quality secondary education and developing skills needed by the labour market.

The OBs of ISEM II are achieved through upgrading and expanding secondary school infrastructure and expanding technical-vocational education facilities in secondary schools, including improved WASH facilities and climate-resilient infrastructure. The upgrading and expansion of secondary schools focuses on infrastructure works for selected CDSSs across Malawi.

Matex’s role is to inspect and verify that all environmental, social, health and safety mitigation measures are being effectively implemented on site in accordance with the ESMP and to confirm that all identified non-compliances have been promptly addressed and corrected. These assessments are a critical step in meeting regulatory requirements and ensuring the project’s long-term sustainability.

Matex International and its team of experts are currently engaged under the Improving Secondary Education in Malawi – Phase II (ISEM-II) Project, financed by the European Union.

The project is one of Malawi’s flagship investments in transforming the quality, accessibility, and governance of public secondary education through i) improve access ; ii) improve the quality and relevance and iii) improve the management and governance of secondary schools.  From 2025 till July 2026, the ISEM II Project will bring together experienced E&S practitioners and engineers to conduct E&S monitoring for the expansion and rehabilitation of secondary school infrastructure across #Mulanje, #Chiradzulo, #Dedza and #Lilongwe.

As the third-party monitoring team, Matex International will be visiting project sites to independently verify compliance with Environmental & Social (E&S) Standards.

E&S Field Supervision

Monitoring Activities will assess the following areas:

1️⃣CEMP Implementation and site-specific mitigation measures
2️⃣OHS compliance —
PPE use, safe practices, emergency preparedness, and EHS signage
3️⃣Labour and working conditions –grievance redress, gender inclusion, and worker welfare
4️⃣Resource efficiency and pollution prevention – dust, noise, and wastewater management
5️⃣Community health and safety measures – project’s proximity and access management
6️⃣GRM Functionality for workers, surrounding communities and external stakeholders.
