ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT
The Nacala Logistic Corridor is a vital transportation and trade route that extends from the port city of Nacala in Mozambique through five districts in Malawi—Chikwawa, Mwanza, Balaka, Machinga and Neno. Strategically positioned, the corridor facilitates the efficient movement of goods, including minerals, agricultural produce, and other exports, connecting inland regions to international markets.
To support the growing energy needs of railway operations along this corridor, Nacala Logistics plans to develop a new electrical transmission line. As railways increasingly shift towards electrification to improve operational efficiency and reduce dependence on diesel fuel, a stable and sustainable power supply becomes critical. Meeting this demand requires the establishment of robust and well-designed transmission infrastructure.

VULCAN LOGISTICS LIMITED and Central East African Railways are poised to redefine this corridor with two groundbreaking developments: the electrification of the 912-kilometer railway from the Moatize Coal Mine to Nacala Port, and the installation of a cross-border power transmission line to boost Malawi’s energy supply.
To shape the groundwork for implementation, Matex International has been engaged to undertake the Environmental and Social Impact Assessment (ESIA) for the Malawi sections of the project.

Nacala Logistics formerly known as Vale, a rail-port company, responsible for managing the Nacala-à-Velha Multipurpose Port Terminal and the 1,600 km of the railway system (Nacala port – Cuamba with the two branches Cuamba- Entre-Lagos and Cuamba-Lichinga and Nacala-à-Velha – Moatize, passing through Malawi).
Our services are coal logistics, general cargo, passenger transport and port operations at the port of Nacala-à-Velha.
Central East African Railways (CEAR)
Central East African Railways is a consortium formed in 1999, led by the Railroad Development Corporation, which won the right to operate the Malawi Railways network. The company was sold in September 2008 to INSITEC, an investment group based in Mozambique.
It mainly manages the Sena railway line, which currently links the railway stations of Blantyre/Limbe, Nkaya, Chipoka, Salima, Lilongwe and Mchinji. Its concession also includes the sections between Marka, Nsanje, Bangula, Luchenza and Blantyre/Limbe stations, which are currently inoperative. A multinational mining company Vale (with CEAR and Mozambique Ports and Railways) manages the Malawian sections of the Nacala railway line between Nayuchi, Liwonde, Nkaya (junction railway station) and Mwanza stations.
The proposed project entails the construction of a 1,026-Km transmission line from the power generation station in Moatize to Nacala, traversing the five districts in Malawi. Additionally, a substation will be built at Phombeya, designed to supply 100 MW of electricity to the national grid
