The lime granulation plant will process finely ground limestone into granulated agricultural lime using binders and granulation technology to ensure uniform particle size, reduced dust and improved handling, storage and field application. The fertilizer blending unit will have a production capacity of 300 tonnes per day and will utilize a combination of imported and locally available raw materials to produce a range of products, including standard NPK blends, crop-specific fertilizer formulations and soil-test-based customized blends. The projected fertilizer blending capacity of the plant is estimated at between 80,000 and 90,000 metric tonnes per annum.

Progro is a newly established enterprise planning to set up an agricultural lime granulation and fertilizer blending plant within Kanengo Industrial Area in Area 29 in Lilongwe. The facility will be set up on industrial-designated land owned by Export Trading Group (ETG), utilizing an existing factory shell that is well suited for the planned activities.
To ensure the plant is developed in accordance to national regulations the developers engagedย Matex
Internationalย to carry out a full Environmental and Social Impactย Assessment (ESIA). This assessment is a critical step in meeting regulatoryย requirements and ensuring the projectโs long-term sustainability.
Matex International was engaged to conduct an Environmental and Social Impact Assessment (ESIA) for Progro’s Fertlizer Production Plant.ย
ย The ESIA involved a comprehensive evaluation to identify, predict, and assess potential environmental and social impacts during both the installation and operational phases of the plant. The project will mainly involve the installation and operation of a lime granulation and fertilizer blending plant to be housed in an existing factory shell warehouse on developed land. The facility will produce granulated agricultural lime in various grades with a granulation production capacity of 100 tons per day. The total indicative annual production capacity for lime granulation is estimated at approximately 22,000 metric tonnes per annum
Environmental and Social Impact Assessment

Conducted a comprehensive desk review of national environmental and industrial development policies, legal frameworks, and applicable standardsย
- Conduct a bio-physicial Baseline study
- Develop and executed a stakeholderย engagement plan by engaging andย consulting surrounding communities
- Develop mitigation measures to address and manage the potential environmental and social risks and impacts;ย
- Developed environmental and social management and monitoring plansย
- Prepared safeguard documentsย including the Gender Based Violence Management Plan, Child Safety Management Plan, Code of Conduct and Labour Influx Management Plan
