ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT

The Malawi Water and Sanitation Project-1 (MWSP-1), financed by The World Bank Group, aims to improve access to safe water supply and sanitation services, enhance BWBโ€™s operational and financial efficiency, and strengthen institutional capacity for sustainable water management in Blantyre City and surrounding areas. This assignment falls under Component 2 – Priority Sanitation Investments (US$34 million, of which US$32.18 million IDA equivalent and
US$1.82 counterpart financing).

BWB will be responsible for the fiduciary management of this component, while BCC
will be responsible for the technical implementation of this component

Following our ESMP study (September 2025) for ๐—ฐ๐—น๐—ฒ๐—ฎ๐—ป ๐˜„๐—ฎ๐˜๐—ฒ๐—ฟ ๐˜€๐˜‚๐—ฝ๐—ฝ๐—น๐˜† ๐—ถ๐—บ๐—ฝ๐—ฟ๐—ผ๐˜ƒ๐—ฒ๐—บ๐—ฒ๐—ป๐˜๐˜€ ๐˜‚๐—ป๐—ฑ๐—ฒ๐—ฟ ๐™ค๐™ข๐™ฅ๐™ค๐™ฃ๐™š๐™ฃ๐™ฉ 1: ๐™’๐™–๐™ฉ๐™š๐™ง ๐™จ๐™ช๐™ฅ๐™ฅ๐™ก๐™ฎ ๐™ž๐™ข๐™ฅ๐™ง๐™ค๐™ซ๐™š๐™ข๐™š๐™ฃ๐™ฉ๐™จ. Matex hit the ground running on ๐˜พ๐™ค๐™ข๐™ฅ๐™ค๐™ฃ๐™š๐™ฃ๐™ฉ 2, upgrading critical sewer infrastructure across five wastewater treatment plants (๐™Ž๐™ค๐™˜๐™๐™š, ๐˜ฝ๐™ก๐™–๐™ฃ๐™ฉ๐™ฎ๐™ง๐™š, ๐™‡๐™ž๐™ข๐™—๐™š, ๐˜พ๐™๐™ž๐™ง๐™ž๐™ข๐™—๐™–, ๐™–๐™ฃ๐™™ ๐™ˆ๐™–๐™ค๐™ฃ๐™š) and rehabilitation and upgrade of 50km of sewer network, connections.

The RAP assignment focuses on ๐˜พ๐™ค๐™ข๐™ฅ๐™ค๐™ฃ๐™š๐™ฃ๐™ฉ 2 (๐™‹๐™ง๐™ž๐™ค๐™ง๐™ž๐™ฉ๐™ฎ ๐™Ž๐™–๐™ฃ๐™ž๐™ฉ๐™–๐™ฉ๐™ž๐™ค๐™ฃ ๐™„๐™ฃ๐™ซ๐™š๐™จ๐™ฉ๐™ข๐™š๐™ฃ๐™ฉ๐™จ), covering infrastructure upgrades across five wastewater treatment plants and sewer transmission pipes across Blantyre city. Of the five wastewater treatment plants commissioned between 1958 and the 1990s, only three are partially functional, and all are severely overloaded.

Malawi Water and Sanitation Project-1 (MWSP-1)

The Government of Malawi is implementing the Malawi Water and Sanitation Project that is expected to increase the number of households accessing potable water in and around Blantyre by 30% and reducing water loses, one of the major causes of water scarcity in the city by the year 2029.

The K250billion ($148.5m) will increase access to improved water and safely managed sanitation services in the City of Blantyre through rehabilitation and upgrading of water treatment plants, distribution and connection networks, sewerage and waste treatment facilities.

Over a few months, GMT Consults LTD (GMT) and Matex Internationalย mobilized multi-disciplinary teams to work intensively alongside Blantyre Water Board, ๐—•๐—น๐—ฎ๐—ป๐˜๐˜†๐—ฟ๐—ฒ ๐—–๐—ถ๐˜๐˜† ๐—–๐—ผ๐˜‚๐—ป๐—ฐ๐—ถ๐—น, and ๐˜๐—ต๐—ฒ ๐—ฐ๐—ผ๐—บ๐—บ๐˜‚๐—ป๐—ถ๐˜๐—ถ๐—ฒ๐˜€, ensuring that project-affected persons are supported through a transparent engagement processes.

Project Key interventions

    • The rehabilitation and upgrade of sewer network and connections and priority WWTPs, including interceptors to collect sewage currently leaking into river streams and reduce environmental pollution, and methane capture to reduce emissions from the WWTPs
    • TA, equipment, and tools to improve solid waste sorting and collection at the source with business development support and integration of private sector and waste pickers, and the construction of a new solid waste recycling plant and engineered landfill (RPEL) in Chigumula to maximize waste re-use and minimize emissions from uncontrolled solid waste dumping, and
    • Construction and upgrade of public sanitation facilities (ten schools, five health centers, and five markets) to reduce the incidence of open defecation in public places and prevent the spread of cholera. Public toilet facilities will be enhanced with accessibility features for persons with disability and MHM facilities and training to increase girls’ retention in schools and support female entrepreneurs in markets. Public toilets in markets will be managed through public-private partnership contracts with local entrepreneurs to enhance the operation and maintenance (O&M) and support job creation; and
    • TA for engineering design and supervision of sanitation investments, sanitation tariff assessment, and environment and social instruments.
