Building Resilience in Karonga Through Solar-PoweredIrrigation

Increasingly erratic rainfall, prolonged dry spells, and shifting seasonal patterns have made traditional rainfed agriculture unsustainable in Karonga District. Here, farming is more than just a livelihood, it is a lifeline for thousands of families.

In response to this urgent challenge, the Ujiji Rice Production and Marketing Club, a cooperative of 568 smallholder farmers has united to pursue a bold and transformative solution: a solar powered irrigation scheme designed to provide reliable water access, increase rice yields, and build long-term climate resilience.

This visionary initiative is being realized through funding from the Agricultural Commercialisation Project (AGCOM) and the dedication of committed project developers. To ensure the safe, inclusive, and sustainable development of the Ujiji Scheme, the developers engaged Matex
International
 to carry out a full Environmental and Social Impact Assessment (ESIA). This assessment is a critical step in meeting regulatory requirements and ensuring the project’s long-term sustainability.

Agriculture Commercialization Project (AGCOM)

The Ministry of Agriculture is implementing the Malawi Agriculture Commercialization Project (AGCOM) with funding from the International Development Agency (IDA) amounting to US$95 million (i.e. SDR70,100,000). The Project Development Objective (PDO) is to increase commercialization of agriculture value chain products selected under the project.

The objective of the Project is to increase commercialization of agriculture value chain products selected under the Project. The second phase of the Project consists of five main components apart from coordination, management and monitoring and evaluation namely: (i) Building Resilience; (ii) Sustainable Development of Natural Resources for Resilient Agricultural Landscapes; (iii) Getting to Market; (iv) Promoting a Greater Focus on Food Security Resilience in National and Regional Policymaking and (v) Contingency Emergency Response Component (CERC).

 

HouseHold

Matex International was engaged to conduct an Environmental and Social Impact Assessment (ESIA) for the Ujiji Solar-Powered Irrigation Scheme in Karonga District. 

 The ESIA involved a comprehensive evaluation to identify, predict, and assess potential environmental and social impacts during both the development and operational phases of the scheme. The proposed irrigation system will convert 200.3 hectares of land, currently reliant on rainfed agriculture, into a fully solar-powered, irrigated landscape. It will utilize four GRUNDFOS vertical centrifugal pumps powered by 124 monocrystalline solar panels.

Environmental and Social Impact Assessment

Matex International Ltd conducted an  EIA study, this included:

    • Conducted a comprehensive desk review of national environmental and industrial development policies, legal frameworks, and applicable standards 
    • Prepare the methodology for screening, categorization and typology of the irrigation development project in accordance with ESF requirements 
    • Conduct a bio-physicial and socio-economic baseline study
    • Develop and executed a stakeholder engagement plan by engaging and consulting surrounding communities
    • Develop mitigation measures to address and manage the potential environmental and social risks and impacts; 
    • Developed environmental and social management and monitoring plans 
    • Prepared safeguard documents for the irrigation scheme including the Gender Based Violence Management Plan, Child Safety Management Plan, Code of Conduct and Labour Influx Management Plan

    • Conducted a comprehensive desk review of policies, legal frameworks, and applicable standards 
    • Prepare the methodology in accordance with ESF requirements 
    • Conduct a bio-physicial and socio-economic baseline study
    • Develop and executed a stakeholder engagement plan 
    • Develop mitigation measures for environmental and social risks and impacts; 
    • Developed environmental and social management and monitoring plans 
    • Prepared safeguard documents
